SITUATION: Following a pilot, our client had less than a year to develop a new process to issue specialized agricultural licenses and share data between 3 federal agencies.

TASK: Create a full lifecycle Salesforce solution that served all 9 user groups -- this meant our solution needed to allow applications and their processing, communicate between different reporting systems, share data with partner organizations and the public, and track compliance.

ACTION: My team led a workshop to understand the requirements, then learned about each of the 9 user groups through interviews, allowing us to create personas, journey maps, site maps, and user flows. These informed prototypes, which we usability tested to ensure we met users' needs.

RESULTS: The final systems included an application process for growers, the submission process for State and Tribal plans, a reporting process, logins and account management for sampling agents and testing labs, and a public search tool, as well as a consolidated back-end for the department to manage their workflows.

In 2023, the total value of US hemp production was $291M. As of February 2025, 39 States, Territories, and Tribes have successfully submitted and had management plans approved. The platform continues to enable the industry growth.
